IS BUENOS AIRES SAFE, CHEAP, & WORTH GOING TO FOR VACATION? WHICH IS CHEAPER & BETTER? RIO OR BUENOS AIRES?

I've been to both, Rio is very relaxed about race, there are many blacks there. It was dangerous though, tourists are hared by touts after dark. I saw no black people in BA, and thought it boring and shabby.
